‘Mountain Package’ at Constitutional Court, law sent for review in plenary session

The law known as the “Mountain Package” has entered the Constitutional Court’s filter, after the complaint against it was sent for review in a plenary session. The development takes the case into a more important procedural phase, while at its core the compatibility of this law with the Constitution is being called into question.

What the Constitutional Court has decided

According to the decision published by the Constitutional Court, the case concerns the review of Law No. 20, dated 13.03.2025, “On the Mountain Package,” on the claim that it is incompatible with the Constitution of the Republic of Albania.

The request also includes the suspension of the implementation of this law until the review of the case is concluded.

At the center, the constitutionality of the law

Sending the case to a plenary session does not provide a final answer on the fate of the law, but it shows that the claims raised will be examined by the bench at a fuller decision-making stage.

In essence, the legal debate is expected to focus on the question of whether or not the “Mountain Package” violates constitutional standards, a test that often pits political arguments against the limits set by the Constitution.

A temporary halt to implementation is also being sought
