Prime Minister Edi Rama said that Albania has received the green light to close negotiations on Chapter 20, presenting the development as the closure of the “fourth chapter” in the process of accession to the European Union. So far, the announcement has been articulated publicly through the reaction of the head of government.

In a public post, Rama said that Albania has marked another step in the integration process after receiving approval to close negotiations on Chapter 20.
He described this as the start of the “countdown” toward the historic objective of EU membership, a political formulation that comes at a time when the integration process continues to be accompanied by high expectations and strong communication from the government.
What the government claims this development will bring
According to the version presented by the prime minister, the closure of this chapter strengthens the outlook for investment, innovation, competitiveness, and employment.
These effects are presented by the government as direct consequences of progress in the negotiations, although in practice the concrete impact of each chapter is measured over time and through the implementation of reforms, not only by the political announcement.
Integration, between political symbolism and the technical process
The EU membership process remains both a technical and political procedure, in which each chapter closure carries formal weight, but does not replace the obligation for measurable standards and institutional implementation.
Precisely for this reason, the government’s triumphalist statements about such steps usually require a more careful reading: progress in the negotiations is a positive development, but not automatically a guarantee of the benefits promoted on the economic and social level.
In his reaction, Rama wrote that the green light from the EU for Chapter 20 brings Albania closer to the objective that the government calls historic.
For the moment, this remains the executive’s public positioning on this development in the negotiations with the European Union.
