Albania is expected on Tuesday to formally close Chapter 20 in negotiations with the European Union, in another stage that the government presents as progress toward membership. The move is confirmed in the framework of the 10th Albania-EU Intergovernmental Conference being held in Luxembourg, with the participation of Prime Minister Edi Rama.

What is expected to happen in Luxembourg

According to the official agenda, Chapter 20, titled “Enterprise and Industrial Policy,” is expected to be closed at the Luxembourg meeting. It is one of the technical chapters of the accession process, related to aligning the country’s policies with EU standards.

The 10th Intergovernmental Conference is seen as the formal step at which this development is sealed at the Albania-EU table, while the government considers it part of the pace of negotiations it aims to maintain through 2027.

How many chapters Albania has closed so far

With this decision, Albania reaches four chapters temporarily closed. The formula “temporary closure” remains part of the language of the negotiation process, meaning that the road to membership is not reduced to a political ceremony or a declaration of success.

In public terms, the government presents this as an indicator of progress. However, the integration process remains tied to the pace of reforms and to the assessments of European institutions on their actual implementation.

What Chapter 20 covers

Chapter 20 covers enterprises and industrial policy, with a focus on entrepreneurship development, support for businesses, innovation, and increasing the competitiveness of the economy.

In essence, it is an area that directly affects the economic climate and the way the state builds policies for the private sector. For precisely this reason, the formal closure of a chapter does not end the debate over the concrete effects of these policies on the ground.

The political objective for 2027

According to the objective announced by the government, the negotiations are intended to be concluded within 2027. This is an ambitious political deadline, linked not only to the performance of Albanian institutions, but also to the dynamics of the European Union itself.

For now, the development in Luxembourg marks another procedural step in this process, while its real weight will be measured in the implementation of reforms and not only in the number of chapters reported as closed.

The closure of Chapter 20 gives the government another political argument in the integration file, but the process remains dependent on standards that must be proven in practice.

In Luxembourg, the formalization of this step is expected, while the real debate remains whether the reported progress translates into real change for the economy and institutions.
