President Justina Shiroka Pula has returned to the Assembly for reconsideration the law on amending and supplementing the legal framework related to these chambers and the Specialist Prosecutor’s Office, paving the way for a new political and legal debate.

President returns law on Specialist Chambers, Assembly faces reconsideration

Law returned after PDK request

The president’s decision came after an official proposal from the PDK Parliamentary Group. According to the submitted request, lawmakers should review in particular the provisions affecting the jurisdiction and mandate of the Specialist Chambers.

Also at the center of the debate are guarantees for the constitutional rights of people facing court proceedings in The Hague. Returning the law to the Assembly once again places the political responsibility on lawmakers to clarify whether the approved changes leave room for problematic interpretations.

The president’s reasoning and the political weight of the decision

In her reasoning, Justina Shiroka Pula assessed the sacrifice and contribution of the Kosovo Liberation Army and its leaders in the struggle for the country’s freedom and independence.

She also recalled support for the Declaration of the Assembly of Kosovo of September 28, 2026, related to the Specialist Chambers’ judgment against Hashim Thaçi, Kadri Veseli, Jakup Krasniqi and Rexhep Selimi. This moves the debate beyond legal technicalities, giving the issue a strong political and historical charge.

Message against rewriting the KLA war

According to the position expressed by the president, any attempt to distort Kosovo’s historical truth or to call into question the liberation character of the KLA war is opposed.

This wording shows that the Presidency is reading the issue not only as a legal problem, but also as a battle over the political and historical narrative accompanying the proceedings in The Hague.

Institutional consultations and signals of broader coordination

The president said she is holding consultations with representatives of the relevant state institutions and entities. According to the official version, the aim is to coordinate institutional and diplomatic actions.

The focus of these consultations is the protection and affirmation of the historical truth of the war, as well as the protection of the rights and interests of former KLA leaders who are being tried in the Specialist Chambers. It remains to be seen whether this coordination will produce only political positions or also concrete changes to the text that will be returned for a vote.

With the law’s return to the Assembly, the issue enters a new phase in which the main test remains the content of the provisions affecting jurisdiction, mandate and constitutional guarantees.

Beyond political statements, the debate now shifts to how institutions will translate this position into legal decision-making.
