Immediately after signing the transfer of Erion Veliaj from Durrës prison to Fier prison, the General Director of Prisons, Sadleva Bodo, delegated her powers to deputy Anesti Kapllani. The order raises questions about the timing and manner of this move, at a sensitive moment for the prison administration.
Delegation for three days
According to the order signed a day earlier, Anesti Kapllani will exercise all powers of the office of the General Director of Prisons from 08:40 on October 29 until 13:00 on November 1.
The delegation comes immediately after the decision to transfer Veliaj to Fier prison, a move that has increased attention on procedures and the chain of decision-making within the institution.
Full powers, but no fundamental changes
The order states that the deputy director will exercise all delegated authority of the head of the Prisons Directorate during this period.
However, the document also sets clear limits: Kapllani must align his work with the instructions of the officeholder and must not undertake fundamental changes, except in cases where they are made strictly necessary by special circumstances.
Daily reporting to the director
Another element provided for in the order is the obligation for Kapllani, at the end of each working day, to report in detail by electronic means on the day’s activity.
This formula shows that, even though the powers have been officially delegated, day-to-day control over the activity remains centralized.

The document cites as its legal basis the Code of Administrative Procedures, the law on the organization and functioning of the state administration, as well as the latest amendments to the law on the rights and treatment of sentenced prisoners and pre-trial detainees.

The delegation of powers for a short period, linked in timing to Veliaj’s transfer, makes this decision more than an ordinary administrative procedure.
