SPAK announces the arrest of E.B., suspected in an international drug network with 2.4 tons seized

SPAK has made public the arrest of a citizen identified by the initials E.B., whom it presents as one of the suspected leaders of a structured criminal network involved in the international trafficking of narcotic substances. According to the prosecution’s official version, the investigation is linked to three episodes in which more than 2.4 tons of drugs were seized in several countries.

What SPAK says about the investigation

According to SPAK, the criminal proceeding was registered in January 2024 and the investigation was carried out in cooperation with European justice authorities, the National Bureau of Investigation, the Criminal Police, as well as with the support of Eurojust and Europol.

The prosecution says the group is suspected of having organized drug trafficking from Albania to Montenegro with Germany as the final destination, from Albania to Turkey, as well as from countries in South America to countries of the European Union.

The role of Sky ECC communications

Part of the evidence, according to the investigative file, was secured through analysis of communications on the Sky ECC platform. According to the authorities, these data were administered by the French side within the framework of international legal cooperation.

On this basis, together with other data collected during the investigation, SPAK says it identified the persons involved and their suspected roles within the criminal network.

The three episodes mentioned in the case file

According to the prosecution, the first case concerns the seizure of 1,722 kilograms of marijuana on November 3, 2020, by Montenegro’s authorities. According to the investigation, the shipment had been transported from Albania and had Germany as its final destination.

The second case refers to the seizure of 236 kilograms of marijuana on January 26, 2021, by Turkish authorities, a shipment which, according to the case file, had been sent from Albania to Turkey.

The third episode involves the seizure of 475 kilograms of cocaine on November 23, 2020, at the port of Vlissingen in the Netherlands. According to the investigation, this shipment had arrived from Ecuador.

Who is under investigation and what E.B. is accused of

SPAK says that an initial review of the data led to the identification of 14 people under investigation, who had been proceeded against earlier in the interest of this criminal proceeding. Security measures have been ordered against them, as they are suspected of involvement in criminal activities linked to drug trafficking.

According to the prosecution, further investigations led to the identification of E.B., who is suspected of having had a leading role, especially in organizing drug trafficking to Turkey.

By decision of the Special Court dated July 3, 2026, the security measure of pretrial detention was ordered against E.B., while its execution, according to the official announcement, was carried out on July 6 by the State Police.

He is accused of “trafficking in narcotic substances” within the framework of a structured criminal group, “structured criminal group,” and “commission of criminal offenses by a criminal organization or structured criminal group.”

SPAK says the investigation remains open and that work is continuing to identify other persons suspected of being part of this international network.

At this stage, the claims remain those of the prosecuting authority, and the case file is expected to be further tested through judicial review.
