Elisa Spiropali said before the plenary session that she has submitted to the Socialist Party Assembly a motion to open a debate on what she calls a “new agreement for Albania.” According to her version, the document is addressed to Edi Rama, the Assembly and the SP membership, while it is also claimed that it will be open to the public.

What Spiropali announced
According to the statement made before entering Parliament, the former minister said she had kept her promise to submit the motion and had responded to the call of the chairman of the Socialist Party.
She said the document was not conceived as a personal text, but as an open initiative for SP members and, according to her, also for the wider public.
The initiative within the SP and the political message
Spiropali insisted that the move is not aimed at creating a faction or division within the socialists. According to her, it is a discussion process intended to gather energy within the party and in society.
This positioning comes at a time when any internal debate within the majority is also read politically, so it remains to be seen whether the initiative will produce real discussion or remain only at the declarative level.
The points she claims the motion addresses
According to Spiropali, the document raises issues related to more representation, democracy, social justice and a fairer relationship between the state and citizens.
She also mentioned the need for a more dignified economic model, claiming that these are demands citizens expect to see addressed by the Socialist Party.
Justice at the center of the document
One of the points Spiropali highlighted publicly was justice. According to her, this remains one of the main issues included in the motion.
She presented justice as part of the SP’s political identity, but without giving further details on the document’s concrete content at this stage.
For now, what exists publicly is Spiropali’s announcement of the submission of the motion and her political line that this is not an initiative for division within the SP.
It remains to be seen whether the document will be published in full and whether the announced debate will have real substance, or whether it will remain a controlled exercise within the ruling party.
