In one of the published excerpts, he says the municipality “has no head,” describing the running of the capital as a “social, political and economic experiment” — a formulation that raises more questions than it provides answers about the local governance crisis.
A direct admission of a leadership vacuum
In the excerpt made public before the launch of the podcast, Rama says Tirana Municipality is without direction. According to his version, the capital is being run in the absence of a “head,” which he described as an experiment with political, social and economic consequences.

A coded political attack on former associates
In the same excerpt, Rama also spoke about a figure he described as a “great political talent” who, according to him, “could not carry the weight.” He added that power is “a monstrous beast” that has subdued many people.
These comments were made without naming anyone in the promotional video, but the political message is clear: responsibility for the crisis is presented as an individual failure, while it remains unclear how much responsibility is borne by the majority itself, which has controlled Tirana Municipality for years.
What he said about a successor
Rama also touched on the issue of political succession. According to his statement, he has no intention of choosing a successor, and he presented the contest over political inheritance as a clash of strength between the one leaving and the one seeking to replace him.
He said that when he leaves, others “will be freed” from him, a sentence that, rather than clarifying a possible transition, shifts the debate to the prime minister’s personal figure rather than the institutional standards of a party in power.
