The government has presented the “Rilindja 2.0” National Housing Program, describing it as a new step in housing policy. At the center of the initiative is a promise for 4,000 young couples, but at this stage the specific criteria, deadlines and the mechanism for selecting beneficiaries remain unclear.
A promise for 4,000 couples, but without full details
According to Prime Minister Edi Rama, the program envisages that 4,000 young couples will be provided with a “house key,” divided into several benefit categories.
He said 2,000 loans will carry zero interest for apartments under 60,000 euros, while another 2,000 will carry 3% interest for apartments above that value. However, the full selection criteria have not yet been made public, beyond the announcement that they will be clarified later.
Government speaks of 6 housing schemes
The package presented by the government includes 6 programs, ranging from social rental housing to new construction, market purchases and the adaptation of confiscated properties for social use.
The list also includes low-cost housing, state credit subsidies, as well as improvements to existing homes for vulnerable groups.
One special program is linked to infrastructure in informal areas in order to adapt part of the housing stock as social housing, while another provides temporary shelter for people affected by natural disasters and adapted housing for persons with disabilities.
Figures presented by the government on the balance so far
During the presentation, Rama declared that so far 30,904 families have been covered by the government’s housing policies.
This is the figure provided by the executive, while it remains to be seen how many of these cases have actually benefited from sustainable housing solutions and how many have remained at the level of schemes or partial support.
Housing mixed with political attacks on the justice system and Tirana
At the same event, the prime minister also linked the housing issue to the situation at the Municipality of Tirana, commenting on the pretrial detention of Erion Veliaj in strongly political terms.
He described the running of the capital without the serving mayor as an “experiment” with consequences, bringing into a housing event a direct clash over the way the head of the Municipality of Tirana is being treated.
Reorganization of institutions into a single system
According to the official version, the reform will be accompanied by a new institutional organization, in which the National Territorial Planning Agency, the Territorial Development Agency, the National Housing Authority and the municipalities will function as a single system.
The government presents this as a way to increase coordination, but without yet clarifying how responsibilities, oversight and accountability will be divided among the institutions that administer housing funds and schemes.
Beyond the package announced with 6 schemes, the core of the debate remains implementation: who benefits, under what criteria, and how transparent the use of public funds will be in a sector where promises are usually made faster than results.
For now, the government has presented its objectives and political figures; the real test will be the publication of the rules, the filter for beneficiaries and the way these promises will be translated into concrete housing.
