Ervin Demo has been placed at the head of the Interior Ministry, in another cabinet move led by Edi Rama. According to the decision made public by the government, Demo replaces Besfort Lamallari, who moves to the Prime Minister’s Office as an adviser to the prime minister.

From Local Government to a key ministry

Until this change, Ervin Demo held the post of Minister of State for Local Government, a position he had taken on in September 2025. His move to the Interior Ministry places him in one of the most important and politically exposed portfolios in government.

The move comes as part of a reorganization carried out by the prime minister, while Lamallari leaves the leadership of the Interior Ministry to move closer to the Prime Minister’s Office. For the moment, the change has been presented only as a political decision by the governing majority, without broader public explanations for the reshuffle.

Career in administration and the Municipality of Berat

Ervin Demo was born in Berat in 1982, and most of his profile is tied to public administration and local government. From 2019 to 2025, he served as mayor of Berat.

According to the official version, during his leadership of the municipality he was engaged in improving public services, urban development, increasing transparency, and encouraging citizen participation in decision-making. In the same vein, a focus on the development of tourism in Berat has also been mentioned.

Experience in education and university

Before his most recent political engagements, Demo had a long path in the academic field. In 2017-2018, he held the post of deputy minister of Education, Sports and Youth.

From 2012 to 2016, he was vice rector of the University of Tirana, while since 2004 he has been a full-time lecturer in the Department of Management at the university’s Faculty of Economics.

Education abroad and public profile

His academic training also took place outside Albania. He completed his bachelor’s and master’s studies in the United Kingdom, and later pursued postdoctoral studies at the University of Bologna in Italy.

With this appointment, Demo moves from a profile built between local government, administration and academia to the leadership of order and security, a sector where the political weight and public accountability are markedly higher.

The appointment of Ervin Demo places a figure coming from local governance at the head of the Interior Ministry, at a moment when every change in this institution is also read as a political signal within the cabinet.

It remains to be seen what this move will produce in practice, beyond the CV and official presentation of the new name in one of the government’s most sensitive ministries.
