Berisha calls Oct. 8 protest against the Territorial Reform, claims 15 municipalities will be dissolved

Call for a gathering outside Parliament

Berisha called for the protest to be held on Thursday, Oct. 8, at 10:00 a.m. outside Parliament. He described the gathering as a civic protest without political symbols and called for participation from supporters in Tirana and from other districts.

In his message, the opposition leader insisted that the protest should not be seen as a party activity, but as a cause that, in his version, affects citizens beyond political affiliations.

Political accusations against the reform

At the center of Berisha’s statement was opposition to the Territorial Reform. According to him, the proposed changes envisage the dissolution of 15 more municipalities, a move he described as one-sided decision-making with consequences for tens of thousands of residents.

At this stage, the claim regarding the number of municipalities that could be affected has been articulated by Berisha, while the full details of the draft and the official position of the institutions on this point are not reflected in the statement he made public.

Debate over the administrative map returns to the forefront

The issue of territorial division remains one of the most debated political topics, as it affects local representation, services, and the way local units are administered. For this very reason, any move involving administrative boundaries produces political clashes and requires greater transparency than ordinary political statements.

In this case, the opposition is using the protest as a means of pressure on the majority, while it remains to be seen whether the government will publicly clarify whether there is a concrete plan for further municipal dissolutions and on what criteria such an intervention would be based.

What the opposition is demanding

Through the call for protest, Berisha aims to mobilize opposition to the reform and shift the debate from political offices into public reaction. He called on citizens to take part in the gathering, describing Oct. 8 as a day of protest against the announced changes to the administrative map.

The focus now remains on the concrete content of the reform and on the answers institutions will have to provide on an issue that directly affects local government and the representation of communities.

The protest announced for Oct. 8 is expected to once again place the Territorial Reform at the center of political debate.

Beyond the usual rhetoric between the sides, the main issue remains whether changes to the administrative map are being pushed forward with transparency and public arguments, or simply as a top-down decision.
