Albanian Parliament Meets Today With 18 Agenda Items: Territorial Reform, 4 Interpellations and Parliamentary Inquiry Into KAYO

The Parliament of Albania convenes today at 10:00 in a plenary session with 18 items on the agenda, where major political and legal issues are expected to collide. At the center are four interpellations with ministers, the draft law on the administrative-territorial division, and a draft decision to establish a parliamentary inquiry commission related to the activity of the state-owned company KAYO.

The session begins with procedures and an urgent interpellation

According to the published agenda, the meeting opens with approval of the minutes of October 5 and procedural notices. Immediately afterward, an urgent interpellation is scheduled with Interior Minister Ervin Demo, requested by a group of Democratic Party MPs.

The very fact that the session is loaded from the outset with an urgent interpellation shows that the opposition is trying to shift the debate from parliamentary formalities to political accountability, at least in the procedural version of the day.

Three more interpellations with ministers

Three other interpellations are also scheduled. Two of them concern Infrastructure and Energy Minister Enea Karakaçi, requested separately by MPs Ermal Pacaj and Tedi Blushi.

The fourth interpellation is with Finance Minister Petrit Malaj and was also requested by MP Tedi Blushi. The order of these items suggests a session with a strong focus on the government’s political reporting in the parliamentary chamber, although it remains to be seen whether the debates will produce concrete answers or only parliamentary exchanges.

Territorial reform returns to the center of debate

One of the items drawing the greatest political interest is the draft law “On the administrative-territorial division of local government units in the Republic of Albania.” The issue of territorial reform has produced continuous debate over the years because of its direct impact on local government, representation and the management of public resources at the local level.

Its inclusion on the agenda turns today’s session into a test not only for the majority, but also for the way a new intervention in the administrative map is being justified.

From international agreements to laws on banks, the environment and industrial property

The agenda also includes several other draft laws and agreements: ratification of the Council of Europe Convention for the Protection of the Profession of Lawyer, the agreement with North Macedonia on joint border crossing points and joint controls, as well as amendments to the laws on banks and the payment system.

MPs will also review amendments to the law on environmental protection, the draft law on geographical indications for craft and industrial products, as well as interventions in the legislation on trademarks, patents, utility models and supplementary protection certificates.

KAYO inquiry commission also on the agenda

Another highly sensitive item is the draft decision to establish a parliamentary inquiry commission to oversee the legality of the activity of the state-owned company “KAYO” sh.a. It concerns cooperation agreements, the production, import, export and trade of weapons, ammunition and military equipment.

At the end of the session, changes to the composition of the Parliament’s standing committees are also expected to be reviewed, while MPs will also have room for discussions outside the agenda.

With this agenda, today’s session is expected to be more than a list of procedural votes: it simultaneously touches on local government, ministerial accountability and parliamentary oversight over a state-owned company in an extremely sensitive sector.

It remains to be seen whether the majority will use its numbers to push the agenda through without political cost, or whether the interpellations and the debate over KAYO will force the chamber to deliver more than formal answers.
