The decision comes after an appeal filed by Igli Tare against the measure previously imposed by the first instance.

Appeals Court Upholds Seizure of Second Villa Suspected of Being Linked to Belinda Balluku

Igli Tare’s appeal was rejected

The case was reviewed by the Special Appeals Court following Igli Tare’s challenge to the seizure of the property. The appeals court decided not to change the measure set earlier.

With this decision, the request to lift the seizure was not accepted, and the villa remains under the asset security measure imposed by the court.

The seizure remains in force as part of the SPAK investigation

According to the case file referred to in court, the property is under investigation and remains seized as part of the checks being carried out by SPAK.

At this stage, the Appeals Court’s decision does not resolve on the merits the claims regarding ownership or the definitive link of the property, but keeps in place the temporary seizure measure while the investigation continues.

The suspicions remain part of the investigation, not final proof

In the public documentation of the case, the villa is mentioned as a property suspected of being linked to Belinda Balluku. This currently remains part of the Special Prosecution’s investigative line.

The Appeals Court’s decision strengthens SPAK’s procedural position to keep the property under judicial control, while the final answer in this case is expected to depend on the progress of the investigation and the assessment of evidence going forward.

For now, the practical effect of the decision is clear: the second villa remains seized.

The rejection of the appeal shows that the Appeals Court supported the first-instance decision, allowing the measure requested by SPAK to continue.
