PDK Splits Over Special Chambers Law as Push to Return It to Parliament Triggers Internal Crisis

A move sought by PDK itself over the amended law on the Specialist Chambers is turning into a political cost for the party. After the law was sent back to parliament for reconsideration, public objections, political accusations and clear signals of a tough race ahead of the party’s reorganization have erupted within PDK.

PDK Splits Over Special Chambers Law as Push to Return It to Parliament Triggers Internal Crisis

The law returns to parliament at PDK’s request

Kosovo President Justina Shiroka Pula has returned the amended law on the Specialist Chambers to parliament for reconsideration, following a request from the Democratic Party of Kosovo.

The move has raised political questions, since PDK itself had supported these legal changes. The reversal has highlighted not only ambiguity in the party’s position, but also internal fractures that are now openly surfacing in public.

Gruda defends the law as critical voices grow

Perparim Gruda, the MP through whom the amendments were pushed forward, reacted by insisting that the law “has no mistake at all.” He indicated that he did not agree with reopening the debate, saying he would have preferred the focus to be on implementing the law.

Adil Behramaj, a former adviser to Hashim Thaçi, also came out in support of Gruda. His reaction was also read as a political signal for future developments inside the party, as he suggested that Gruda could enter the race for the leadership of PDK.

Hamza’s resignation and the clash over the party’s leadership

The tension comes at a delicate moment for PDK. Just two days earlier, the party was left without a leader after Bedri Hamza’s resignation and is now preparing for internal elections.

In this climate, the debate over the law is no longer being seen only as a legal or procedural issue, but also as a struggle for political control within a party entering a phase of new alignments.

Calls for resignations and accusations of political bargaining

The strongest reactions came from other PDK figures. Former MP Bekim Haxhiu called for the departure of the party’s entire leadership, demanding that the Steering Council convene within 48 hours and appoint a provisional leadership until new elections.

Adem Grabovci, the former head of PDK’s parliamentary group, also described the request to return the law as a political game. In his reaction, he used strong language, attacking every move that, according to him, uses war-related issues for political bargaining.

A law passed just weeks ago, now the subject of a clash

The amendments to the Law on the Specialist Chambers were approved by the Kosovo Assembly on October 6. The fact that the same political camp that pushed them forward is now seeking to send them back for reconsideration has increased doubts about a lack of coherence and about pure political calculation.

Beyond the formal debate over the law, the episode is exposing PDK at a fragile moment, when every decision appears to be weighed against the internal race for control of the party.

The open clash over the law on the Specialist Chambers is thus turning into the first serious test of the new balances within PDK.

What began as a procedural request is now increasingly being read as a sign of a party plunged into a leadership crisis and open conflict over its political direction.
