Four high school students from Durrës spent the night at police premises in Kotor after an incident during an excursion in Montenegro. The version that has circulated so far speaks of a clash with an elderly local woman, while the young people were later released.

The clash on the way back from lunch
The students of the “Naim Frashëri” high school in Durrës were in Kotor as part of a tourist trip. According to preliminary information, the incident happened as the group was returning from lunch.
At that moment, an elderly local woman asked them where they were from. Then, according to the same version, some of the students made the double-headed eagle symbol with their hands and laughed, which the woman interpreted as a provocation.
From argument to police intervention
The situation then escalated. The woman is suspected of having slapped one of the students and then notified the police, claiming that she had been provoked by the young people.
After officers intervened, the four students were taken to the police station, where they remained overnight. They were later released.
Teacher accompanied them to the station
An accompanying teacher was also with the students and went to the police station to be there with them.
According to the information made public so far, after their release the students were asked not to repeat gestures with national symbols.
Education institutions also informed
DRAP Durrës and the Ministry of Education were informed about the incident.
At this stage, there has been no fuller public clarification from the institutions on the full circumstances of the incident, the procedure followed by the Montenegrin police, or official communication with the Albanian side.
The case raises questions not only about how the incident was handled, but also about institutional transparency when Albanian minors end up in police custody for hours abroad.
So far, public information remains limited and is based mainly on preliminary versions of the event.
