The prime minister presented the comment as proof of a problematic understanding of independence and of the way the state budget is viewed.
Rama’s reaction on social media
Rama posted on social media a photo with a judge’s statement, which says: “We have our own budget purse. We are not taking from other people’s purses. In short, we are not being allowed to take from our own purse.”
Above this phrase, the prime minister wrote: “Unbelievable, but true that a judge understands independence this way and sees the budget of the Albanian state this way…”
Debate over justice funding
The head of government’s reaction comes amid debates over the financing of the justice system and the relationship between institutional independence and control over public funds.
At the core of the clash is how the judiciary’s budget is interpreted: as part of the state’s overall budget or as a fund that, according to this position expressed by the judge, should be treated as a separate “purse.” It was precisely this reading that Rama publicly opposed.
