The government is rolling out a new platform that, according to the official version, aims to display documents from the files most publicly debated. Prime Minister Edi Rama presented “Flamingo Mirror,” a component of “Mirror Albania,” while the first file published is that of Zvërnec and Sazan — an issue that has sparked intense debate over public interest, development and impact on the territory.

The government’s new platform and the first file

According to Rama, “Flamingo Mirror” will serve to expose government documentation for files that have a major impact on public opinion. The first entry on this platform is the Zvërnec and Sazan file, one of the most talked-about topics in recent months.

The prime minister presented the initiative as part of the “maximum transparency” of government files, also linking it to the climate of protests and public debate at the beginning of June. In essence, the government is trying to place itself in the role of arbiter of the facts on issues where it is itself a decision-making party.

The claim of ‘facts,’ amid debate over control of the narrative

Rama said that in this space there will be no political rhetoric or rebuttals, but only official documents, legal references and what he called the “language of facts.” However, it remains to be seen how complete and balanced the content will be, when the filtering, ordering and timing of publication are controlled by the executive itself.

According to the government, the files will be open and will be enriched with additional documents over time. For the file published today, Rama said the urban development project, the environmental impact study and other documents currently missing will be added later.

After Zvërnec, KAYO and Milot-Balldren are next

The prime minister announced that among the next files to be published are KAYO and Milot-Balldren, two issues that, according to him, have been accompanied by “fabrications” and “half-truths” on social media and in the media.

This wording is typical of the way the government responds to public criticism: by presenting the debate as a problem of disinformation, while now offering a platform where the administration itself will decide which documents come out, when they come out and in what order.

The promise of monitoring projects funded with public money

Another component of “Mirror Albania,” according to the official presentation, will be the possibility of tracking in real time public projects financed by citizens’ taxes. Also, “Flamingo Mirror” will include official questions and answers on topics that generate public interest.

Rama said the questions were generated by research using artificial intelligence on discussions on social media and reporting in traditional media. According to him, the system is still under development and is expected to be consolidated within a year, while it will also be integrated into the co-governance law.

The initiative comes packaged as an exercise in transparency, but its real effect will depend on what is actually published: the full documents, the gaps left out and the pace at which files affecting public interest and weighty decision-making are opened.

It is precisely there that it will be tested whether this is a real archive of accountability or a new instrument of the government’s political communication.
