At the center of the clash were Sali Berisha and Socialist Party MP Vullnet Sinaj, after the Socialist lawmaker said he would respect the position of the parliamentary group in the vote.

Sinaj: My decision-making is free

Vullnet Sinaj responded to Berisha from the Parliament podium in a harsh tone, saying that for years he had chosen not to react to him. The Socialist MP accused the former prime minister of harming Vlora and said he had expected him to withdraw from political life.

Sinaj called it unacceptable that, in his view, a party leader would openly attack a business in Parliament. He further stressed that his choice in the vote is personal and free, while also making clear that he will follow the will of the Socialist Party parliamentary group on the issue of the ‘Territorial’ reform.

Berisha turns the debate into a frontal attack

Berisha addressed not only the Socialist MP, but also the citizens of the area Sinaj represents, using insulting and contemptuous language. He said that the MP, according to his version, had changed his position within a few days.

The former prime minister further tied the attack to issues he presented as concerns over food safety. Berisha claimed there had been problems with some imports and products, without providing further clarifying details in the chamber at that moment.

From territorial reform to business and imports

The clash did not remain confined to the vote on the ‘Territorial’ reform. The debate took another turn when Berisha broadened the accusation to Sinaj’s relationship with business, also mentioning a situation that, according to him, was linked to administrative decision-making affecting a retail chain.

At this point, the debate moved away from the core of the reform and shifted into mutual political and personal attacks, a familiar scene in Parliament when issues with institutional impact are used more for party confrontation than for public clarification.

Another noisy session, little clarity for the public

Despite the raised tone and strong accusations, the clash in the chamber left citizens with little clarity about the concrete arguments surrounding the ‘Territorial’ vote. What was seen was yet another episode in which political rhetoric overshadowed discussion of substance.

The statements made in Parliament remain the political positions of the sides, while the debate over an issue with administrative weight and local representation continued to be treated more with political tension than with institutional transparency.

The Berisha-Sinaj clash turned the parliamentary discussion into a verbal duel with personal accusations and strong political claims.

Instead of a full clarification for the public on the ‘Territorial’ reform, the session once again produced more noise than debate with institutional standards.
