The Berlin Process Leaders’ Summit is taking place today in Miločer, Montenegro, bringing together Prime Minister Edi Rama, German Chancellor Friedrich Merz and part of the regional and European leadership at one table. According to the announced agenda, the discussions will focus on regional cooperation and integration into the European Union, two themes that regularly recur at such summits, while concrete results remain the real test of these meetings.

Who is taking part in the Miločer meeting

Also expected to attend the summit are Kosovo Prime Minister Albin Kurti, North Macedonia Prime Minister Hristijan Mickoski, and Croatia Prime Minister Andrej Plenković.

Austrian Chancellor Christian Stocker will also be part of the table, while at the European level those announced are Italian Foreign Minister Antonio Tajani, France’s Minister for Europe Benjamin Haddad, and European Commissioner for Enlargement Marta Kos.

Official focus: the region and the path toward the EU

According to the organizers, the discussions will concentrate on regional cooperation and European integration, the two main pillars of the Berlin Process.

In this framework, Marta Kos is also expected to hold meetings with Montenegro President Jakov Milatović, as well as Parliament Speaker Andrija Mandić, on the country’s progress toward the European Union and the reforms required in this process.

International financial institutions also at the table

Representatives of the World Bank, the European Investment Bank and the European Bank for Reconstruction and Development are also expected to take part in the summit.

The presence of these institutions gives the meeting economic weight, in a process where promises of stronger regional ties and financial support have often become part of the political agenda of the Western Balkans.

The meeting in Montenegro comes at a time when the region continues to keep the same strategic priorities on the table: cooperation among countries and closer ties with the EU.

It remains to be seen whether the summit will produce more than political statements and whether measurable steps for the region will emerge from this table.
