The government has put Fiscal Package 2027 on the table, presented by Edi Rama as an intervention that, according to the official version, aims to ease the burden on families and narrow the social gap. At its core, the package combines announced cuts for food and fuel with higher taxes on dividends, property and luxury spending.

10 new measures in the government’s package
According to the government, the 10 main points of Fiscal Package 2027 foresee changes in the taxation of dividends, property and luxury vehicles. The same package also includes measures presented as easing the burden on ordinary families.
Rama also announced the creation of a Specialized Bureau for income control, a new mechanism that comes together with the fiscal package and which, according to him, is linked to the goal of fairer taxation.
The government speaks of a growing economy and a budget above 10 billion euros
In the presentation, the prime minister linked the package to macroeconomic indicators that the government considers positive. According to him, the state budget is passing the 10 billion euro threshold for the first time, while the Albanian economy remains among the most dynamic in the region.
Also according to Rama’s statements, Gross National Product has reached 30 billion euros and public debt has fallen to a level he described as historically low. These are the main arguments the executive is using to justify the new package of taxes and relief measures.
Relief for families, increases for wealth and luxury consumption
Among the measures made public were a reduction in VAT on food and a cut in fuel prices, presented as steps in favor of the cost of living. On the other hand, the package foresees higher taxes on dividends, coastal villas and swimming pool water, placing a heavier burden on wealth and consumption that the government classifies as luxury.
Rama framed the approach with the logic that those who earn more should pay more. However, it remains to be seen how these announcements will translate into draft legislation, into concrete tax levels and into real impact for consumers and businesses.
The political message: more investment, but also more taxation for the upper strata
The prime minister said the government wants more businesses, more private investment and more wealthy people in Albania, insisting that the problem is not wealth in itself, but the gap between those who have a lot and those who have very little.
Along these lines, the package was presented as an effort to balance economic growth with redistribution. But as usual in such initiatives, the decisive test is not political rhetoric, but how the measures will be implemented and who will actually bear the fiscal burden.
Fiscal Package 2027 is expected to go to Parliament together with the new budget, where it will become clearer whether the announced cuts for families are offset by a greater burden on other segments of the economy.
For the moment, the government has presented the political direction of the measures; the real test will come from the legal text, implementation and the concrete effect on citizens’ pockets.
