The deadline for candidacies in the race to lead the General Prosecution Office has closed, and the burden now shifts to the High Prosecutorial Council, which has 45 days to verify the files. At this stage, four candidates have been made public, while the process remains open for the possible verification of applications that may have arrived by mail at the end of the deadline.
Four names made public after the deadline closed
August 1, until midnight, was the final deadline for submitting candidacies for the post of Prosecutor General, a mandate granted for the next seven years. With the race now closed, the High Prosecutorial Council begins counting the legal deadline for reviewing the documentation.
So far, according to publicly available information, four prosecutors have expressed interest: SPAK prosecutor Adnan Xholi, Tirana prosecutor Rovena Zoto, as well as prosecutors Ylli Pjetërnikaj and Fatjona Memçaj. The documents were submitted both electronically and in physical form.
Still no full clarity on last-minute files
The process is not considered fully closed in practical terms, as confirmation is still pending on whether other candidates sent their personal files by mail in the final hours before the deadline. This still leaves room for additional checks by the responsible institutions.
Among the names mentioned earlier were former interim Prosecutor General Arta Marku and former Serious Crimes prosecutor Pranvera Pustina. In these cases, verification is expected as to whether the postal route was used within the deadline.
Checks move through several institutions
Under the procedure, the Career Commission within the High Prosecutorial Council must, during August, contact a number of institutions for background and asset checks on the candidates. The list includes ILDKPI, the tax and customs administration, the National Bureau of Investigation, state intelligence services, the Authority for Information on the Documents of the Former State Security, as well as disciplinary bodies that may have overseen the candidates’ careers.
Only after this multi-layered verification is completed can it be decided which contenders meet the conditions to move on to the next phase of the race, that of hearings.
The race opens at the end of Olsian Çela’s mandate
The procedure for selecting the new head of the prosecution body was opened by the High Prosecutorial Council because the mandate of Prosecutor General Olsian Çela ends in December.
At this stage, the process is entering a key moment: not only for the names in the race, but also for the filtering standard that justice institutions will apply for one of the most sensitive posts in the system.
Beyond the formal deadlines, attention now shifts to the transparency of the verification process and to the way the High Prosecutorial Council will justify its filtering of candidates for a position with direct weight in the functioning of justice.
In the absence of a final list confirmed through all application channels, the first phase of the race still remains marked by several procedural question marks.
