The race for the head of the General Prosecution Office is taking shape with the second official name on the list. After SPAK prosecutor Adnan Xholi, Rovena Zoto, currently a prosecutor at the Tirana Prosecution Office, has also submitted an application to the High Prosecutorial Council (KLP).
The second name in the race
With the filing of her application with the High Prosecutorial Council, Rovena Zoto has officially entered the race for the post of Prosecutor General.
A day earlier, Adnan Xholi, a special prosecutor at SPAK, had also formally expressed interest, turning the process into a race with at least two candidates.
Rovena Zoto’s profile
Rovena Zoto, also known as Rovena Zoto (Bozo), serves as a prosecutor at the Tirana Prosecution Office. She was appointed to this position in 2010, after completing the School of Magistrates.
In more than 15 years of her career, she has served at the prosecution offices of Lushnja, Fier and Tirana, moving through several sections and fields of investigation.
Cases she has investigated
During her work, Zoto has been mainly engaged in case files related to economic and financial crime, money laundering, terrorism financing, asset investigations and other financial offenses.
In the early stages of her career, she also worked in the sections against Economic and Financial Crime and against Illegal Trafficking at the Tirana Prosecution Office.
Current role in Tirana
Since 2021, she has been part of the Tirana Prosecution Office, where she initially worked in the Section for Narcotics, Trafficking and Serious Crimes Against Life, before later moving to the Special Section.
Since March 2026, Zoto has headed the Section for Juvenile Criminal Justice at the Tirana Prosecution Office.
One of the latest cases investigated by her is that of Granit Pepnika, linked to the activity of call centers.
With Rovena Zoto entering the process, the race for one of the most important posts in the prosecution system is expanding.
Attention now remains on the screening and evaluation that KLP will carry out for the candidates seeking to lead the General Prosecution Office.
