Prime Minister Edi Rama opened the Socialist Party’s new political season with a marathon meeting at the government villa in Pogradec, where the majority’s political and administrative priorities were discussed for more than six hours. According to the version that emerged from the meeting, the agenda included the “Besa” document, coordination of structures in the field and an upcoming test for ministers on performance and public exposure.

Lengthy meeting at the government villa
The meeting was attended by political leaders from all 12 counties and the chairs of parliamentary committees. The meeting marks the start of the Socialist Party’s political agenda after the summer and, given its extended duration, signals a new phase of internal organization.
According to public information, Rama listened to comments and suggestions on expanding the “Besa” document, a text being presented as the backbone of the majority’s new political and organizational approach.

At the center of the discussion were four points that Rama links to the “Besa” document: trust, empathy, service and commitment. These terms were presented as a vision for the relationship with citizens, although it remains to be seen how they will be translated into concrete and measurable measures in the administration.
In essence, the stated focus was placed on services and on how the majority is seeking to reformat its public communication in an unsettled political climate.
Pressure for cooperation in the field
According to sources from the meeting, the prime minister focused on cooperation among ministers, MPs, political leaders and heads of local directorates. The message appears clear: the center wants more control and coordination in the field, with the argument that this will bring improvements in services for citizens.
This is an objective often repeated by the government, but one that is usually tested not in statements, but in the results citizens receive at counters and in local offices.
The count also begins for the 2027 local elections
The meeting in Pogradec did not have only an administrative or programmatic character. Rama is learned to have asked political leaders to begin preparations for the 2027 local elections, turning the meeting into an early electoral signal as well.
After leaving the government villa, the political leaders and parliamentary committee chairs headed to a hotel in the lakeside city, where they had dinner together with ministers.
On Monday, ministers face performance analysis
Another important moment is expected to be Monday at 09:30, when ministers will undergo a performance analysis in the departments they lead. According to the reported information, this analysis will also include reports on the media presence of each ministry during recent months.
This comes at a time when Rama has spoken publicly about what he has called the “algorithm” against the government, produced, according to him, by protests. This makes it clear that beyond administration, the prime minister’s attention remains focused on controlling the public narrative as well.
The Pogradec meeting highlighted two parallel lines within the majority: on the one hand, the effort to politically package “Besa” as a new service formula, and on the other, the early start of electoral mobilization.
Whether this will actually bring change in services for citizens or only more political discipline within the Socialist Party remains to be proven beyond closed meetings and general formulas.
