Rama unveils “Pasqyra Albania” after Pogradec meeting, promises tracking of requests

After a six-hour meeting in Pogradec with political leaders from the regions and committee chairpersons, Prime Minister Edi Rama came out with another promise about how the state will communicate with citizens. According to his version, the focus of the discussions was on “Besa,” public communication and a platform called “Pasqyra Albania,” which aims to bring institutions together in a single point of contact.

The prime minister said that the meeting held in Pogradec discussed issues related to the new political season, communication with citizens and what he called a “new ecosystem” of government communication.

At the center of his statement was also the concept of “Besa,” which he linked to “faithful presence,” without giving more concrete explanations of how this would translate into measurable action by the administration and institutions.

According to Rama, “Pasqyra Albania” will be a “single mirror” where citizens will have all institutions present. The government’s claim is that every request, concern or problem from a citizen addressed to institutions will function like a “postal package,” the status of which can be tracked in real time.

In the same vein, he said the state and institutions themselves will also track their respective responsibilities, while any missed deadline will be visible. However, at this stage no details were presented on deadlines, the technical mechanism or how the administration would actually be held accountable when deadlines are missed.

Political message packaged as communication reform

Rama’s statement came at the end of a long political meeting and was accompanied by the government’s usual language about bringing institutions “closer” to the citizen. But beyond the wording, it remains to be seen whether this is a real change in service delivery or another repackaging of public communication.

So far, the prime minister has spoken of ambitions and a real-time tracking model, but without offering the basic elements that would make the initiative verifiable by the public: how it will work, who will administer it and what happens when institutions do not respond.

For the moment, what exists is the political presentation of a platform that, according to the government, will centralize the relationship between the citizen and the state.

The question that remains is whether “Pasqyra Albania” will bring real accountability or remain another digital promise layered onto an administration that has for years been accused of delays, lack of responsibility and poor communication with the public.
