According to the statement made public at the Paris summit, the goal is to build a joint defensive capability for Europe against ballistic missiles.

In the official version, the program is also expected to draw on Kyiv’s experience in confronting the war against Russia, which has continued for more than four years.

Rama at the table, but no details on Albania’s role

Prime Minister Edi Rama also took part in the meeting as Albania’s representative, among the leaders gathered in Paris at the invitation of French President Emmanuel Macron.

At this stage, the material made public does not provide concrete clarification on the role Albania will have in this program, nor on any measurable political, financial, or technical commitment from the Albanian side.

The link to Ukraine and the financial package

The announcement of the anti-ballistic program came in parallel with other developments related to Ukraine. According to reports, the United Kingdom signed on to participate in the European Union’s 90 billion euro support loan for Ukraine.

According to the statement by the participating countries, the program will include an integrated missile defense architecture aimed at deterring and neutralizing future threats.

Ukrainian President Volodymyr Zelensky was also in Paris to seek faster European efforts on Ukraine’s air defense ahead of winter, a period when, according to the reporting, Russia intensifies strikes on vital infrastructure.

For now, the summit has produced more political declarations than verifiable details on how this program will be built, who will finance it, and what burden the participating countries will carry.

It remains to be seen whether the initiative announced in Paris will go beyond the usual language of summits and become a real European defense mechanism.
