An inspection by the Tax Task Force at a resort in Golem ended with five people arrested after, according to the official version, inspectors were obstructed and kept locked inside the business premises. The case is being investigated as “illegal deprivation of liberty,” while so far the public has only the Police’s account of what actually happened.
Police speak of inspectors being isolated during the inspection
According to Police, Crime Investigation specialists at the Kavaja Police Station intervened after a complaint filed by employees of the Task Force of the General Directorate of Taxes, who were at the resort in the course of their duties.
The official version says the inspectors were obstructed and kept isolated for a considerable period of time inside the business premises while they were carrying out the inspection.
Five people placed under arrest
Caught in flagrante were the resort’s administrator, Saimir Ndreca, 34, as well as finance chief Zaho Jacaj, 56, security chief Artan Kasa, 56, and two security employees, Hamid Sula, 64, and Bujar Agolli, 57.
According to preliminary investigative findings cited by Police, they are suspected of having acted in cooperation.

According to the case material referred by Police, the incident happened a day earlier, on July 18, 2026, when Tax Directorate employees had gone to the resort as part of an inspection.
At this stage, no further details have been made public about the reason for the inspection, the exact duration of the isolation, or the version of events from those arrested.

The five detainees face the criminal charge of “Illegal deprivation of liberty.” The procedural materials have been referred to the Prosecution for the continuation of the investigation.
