Albania’s Parliament meets today, July 27, in a plenary session beginning at 10:00 a.m., while a protest has been announced outside the building and police have deployed an increased presence on the ground. Alongside the official agenda, parliamentary circles are also discussing a scenario involving two sessions in one day, making today’s meeting more politically charged than the formal agenda that has been published.
Protest outside Parliament, increased police presence from the morning
Since 08:30 a.m., the first protesters have appeared near Parliament, at the same time that the State Police activated security measures similar to those used during the previous session.
According to the official version, the security perimeter remains unchanged and police forces have been increased to guarantee the running of the session and the announced gathering. The heavy presence of uniformed officers around Parliament once again places the session under a climate of political tension and strong institutional control.
The possibility of two sessions in one day is also in play
Beyond the formal agenda, parliamentary sources speak of the possibility that two sessions may be held during the day. According to this information, following a notice from Peleshi, the parliamentary committees will meet for review and then Parliament will be convened again for approval.
If this scenario is confirmed, it would mean that the day’s real dynamics may be far broader than what was officially made public at the start of the session.
What the official agenda includes
Officially, the agenda provides for the approval of the minutes of the previous session, announcements, and the review of the draft decision amending decision no. 87/2026.
This draft decision is related to the appointment of substitute members in the composition of the permanent parliamentary committees, a point that at first glance appears procedural, but which in practice affects the balance of how the committees function.
DP to gather parliamentary group before the session, questions over defense agreement
At 09:00 a.m., the Democratic Party Parliamentary Group is expected to hold a meeting at the party’s blue headquarters to decide the position it will take in the plenary session.
It remains unclear whether today’s meeting will also include for approval the agreement between Albania and the United States of America in the field of defense. According to information circulating ahead of the session, this issue may be the main reason for the Democrats’ meeting before proceedings begin in Parliament.
Today’s session is thus taking place between a relatively limited official agenda and a political backstage that could change the course of the day at any moment.
It is precisely this contrast between the formal agenda and last-minute moves that remains the element raising the most questions about what is actually expected to happen in Parliament.
