SPAK is presenting a substantial balance sheet for the first half of 2026. According to the head of the institution, Klodian Braho, there are 616 active proceedings, while in the last six months 16 current and former high-level officials have been investigated. The data were made public at a meeting with journalists, where the head of SPAK stressed that a large share of the case files were initiated by prosecutors themselves.
SPAK’s 2026 balance sheet
According to the figures presented by Braho, 2026 began with 616 active proceedings. He emphasized the volume of cases under investigation, without making direct comparisons with earlier periods of the prosecution office’s work.
SPAK’s official position is that more than half of these proceedings did not come from complaints or external referrals, but from proactive investigations launched by the institution itself. The prosecution office is presenting this as a sign of its growing role in initiating sensitive case files.
16 senior officials under investigation in six months
According to the published data, during the period from January 1 to July 15, 2026, 13 criminal proceedings involving 16 current or former high-level officials, as well as heads of institutions, were investigated.
Most of the individuals involved, according to SPAK, are mayors or former mayors and heads of central institutions. These two categories account for 10 of the 16 names included in the investigations, or 62.5% of the total.
Strong increase in completed case files
SPAK claims that in 2026 there has been a noticeable acceleration in handling backlog cases registered during 2019-2021. Of 108 active cases in the period January 1-July 15, 2026, 63 criminal proceedings were completed, with a resolution rate of 58.3%.
In the same period of 2025, of 145 active cases, only 12 had been completed, or 8.27%. In absolute terms, this translates into 51 more cases closed during 2026, a difference that SPAK presents as more than fivefold growth compared with a year earlier.
Focus on older case files, especially 2019 and 2020
The biggest improvement, according to the institution’s figures, was recorded in 2019 cases. By July 15, 2025, only 2 of 35 cases had been completed, while by July 15, 2026, 24 of 26 cases had been completed, or 92.3% of the stock at the start of the year. Only 2 files from that year remain in process.
Significantly higher rates are also reported for 2020 cases: of 38 active cases at the start of 2026, 30 have been completed, while 8 remain in process. For 2021, progress is presented as more limited: 9 of 44 active cases have been completed, while the remaining 35 files make up the largest share of the unfinished stock for the years 2019-2021.
The figures published by SPAK suggest faster movement in clearing older case files and a greater focus on investigations initiated by the institution itself.
However, the remaining weight of the 2021 cases shows that the real test is not only the number of active proceedings, but how many of them are completed at a consistent pace and standard.
