A signal of rapprochement between the LDK and Vetëvendosje is being read in Prishtina as an effort to avoid another institutional deadlock. But beyond the political statements, the main obstacle remains the same: divisions within the LDK and the lack of guarantees that the votes will be there when the issue reaches parliament.
LDK accepts cooperation in principle, but with clear conditions
LDK deputy leader Lufti Haziri told Radio Free Europe that the party has agreed in principle to take part in a cooperation process with LVV to build the new institutions.
According to him, the LDK sees a possible agreement only under several conditions: agreement on all institutions at once, from parliament to the government and the presidency, as well as agreement on the state agenda, sectoral policies, the governing program and the division of responsibilities.
Haziri claims that if there is political will from LVV and if these principles are accepted, the LDK can quickly settle the issues of principle. Even so, this remains at the level of negotiations rather than a concrete agreement.
Clashes within the LDK make any formula fragile
Although Lumir Abdixhiku retained the leadership of the party, the latest vote in the LDK brought a sharp internal split to the surface. A total of 170 delegates voted for the continuation of his mandate, 152 were against and 5 abstained.
This balance of forces shows that the party is entering negotiations without clear political unity. That is exactly where the main doubt arises: if an agreement is reached at the table, will it translate into 18 secure LDK votes in parliament?
The suspension of talks on July 15, after demands for Abdixhiku’s dismissal, had made it clear that the internal conflict is not a passing episode but a real factor that could undermine any agreement with the winning party.
The August 6 deadline raises pressure, but not clarity
Kosovo has less than a week until the constitutive session on August 6, increasing pressure on the parties to produce a political way out. With the constitution of parliament, the deadlines also begin for forming the government and electing the president.
Acting President Albulena Haxhiu has described the signal for restarting talks as positive, calling for meetings among the parliamentary parties to continue. But this is only the official version of institutional optimism; on the political ground, an agreement still does not appear close.
The problem lies not only in the willingness to sit down at the table, but in the ability to turn a political understanding into a functional majority for all levels of the institutions.
Analysts: even if reached, a deal may still not be enough
Observers of political developments in Kosovo remain skeptical. Analyst Rrahman Paçarizi assesses that the LDK’s statements do not clarify the situation, but rather serve to avoid being perceived as the blocking side in the institutional crisis.
According to him, the toughest knot remains the election of the president, where 80 votes are required in the first two rounds. On paper, with LVV’s 53 lawmakers, the possible support of some deputies from non-majority communities and the LDK’s 18 votes, that number could be approached. But the real problem is whether the LDK will have all of its votes on the same line.
Analyst Artan Muhaxhiri also casts doubt on full support from LDK lawmakers for an agreement with LVV. According to him, the current political climate makes it very difficult to reach 80 votes, keeping open the scenario of new elections.
If the parties fail to reach an accord on the president, the country risks entering another election cycle. This shifts the debate from the rhetoric of cooperation to the essential question: is there really a majority for institutions, or only for statements that push the crisis back by a few more days?
