A mobile phone found in a cell at Fier Prison disappeared at the very moment it was supposed to be processed as evidence. The case has opened not only a criminal investigation, but also serious questions over how evidence is safeguarded inside penitentiary institutions.

The incident was recorded on June 24, 2026, at IEVP Fier. During a search of the room where citizen Klevis Caka was serving his sentence, prison employees discovered a device suspected to be a mobile phone.

According to the official version, the prisoner admitted that the phone was his. But the case took another turn when, during the initial procedural steps, it was established that the reported material evidence was no longer where it was supposed to have been processed.

The investigation was expanded to include prison staff

The disappearance of evidence inside a high-security institution has forced the investigation to expand beyond the detainees. Employees of IEVP Fier have also been included in the investigation.

The case is being investigated in cooperation between the Oversight Agency in the System for the Execution of Criminal Decisions and the Fier Prosecutor’s Office, while the specific circumstances of how the phone left official custody have not yet been made public.

Two detainees jailed, four employees under security measures

The Fier Court of First Instance of General Jurisdiction has ordered the security measure of “prison arrest” for two detainees, Klevis Caka and the citizen with the initials B.P.

Meanwhile, for four employees of Fier Prison, with the initials M.B., E.H., S.H. and J.M., the measures of “suspension from exercising a public duty or service,” “ban on leaving the country” and “obligation to appear before the judicial police” have been imposed.

Questions over the chain of custody of evidence

At this stage, the authorities have not publicly clarified at what moment the phone disappeared and who had it in custody when it was supposed to be recorded as evidence.

This is the core of the case: not only the introduction of a mobile phone into a cell, but the fact that a seized item appears to have gone missing within the very system tasked with preserving and documenting it.

The investigation remains open to determine the full sequence of events and individual responsibilities.

At the center of the suspicions is the way the material evidence was handled after its seizure, a link in the chain that calls into question internal controls at Fier Prison.
