Rama Warns Administration With ‘Mirror Law’: Delays in Responding to Citizens Will Carry a Cost

The government is signaling another intervention in the administration, this time focused on deadlines for responding to citizens. In the version presented by Prime Minister Edi Rama, any delay in handling requests is expected to have those responsible and a cost, through what he called the “Mirror Law.”

Rama’s warning to administration leaders

In a video published from the meeting with the co-governance structures, deputy ministers and heads of directorates, Rama called for greater accountability in relation to citizens and response deadlines.

According to him, delays in processing requests should not pass without consequences for the people responsible. The prime minister’s message was direct toward the administration’s leadership chain, at a time when complaints over bureaucratic stalling remain a recurring problem.

What the “Mirror Law” provides for, according to the official version

Rama said the government aims to formalize this approach through the “Mirror Law,” under which, according to him, every missed deadline must have a specific person responsible and a specific cost.

He said that when a request is delayed and exceeds the deadline, responsibility cannot remain unidentified. However, at this stage no further details have been made public on how exactly this mechanism will work and what form the warned cost will take.

Pressure on deputy ministers and filtering of cases

The head of government asked deputy ministers to put the handling of responses to citizens at the top of their daily work routine. According to him, the day should begin with verification of the responses given the previous day, those that must be returned during the day, and the cases where deadlines have been exceeded.

Rama also asked for analysis of the reason why a response was not given on time, turning the issue of deadlines into an object of daily monitoring for the administration’s leadership levels.

Promise of clarity, but without bureaucratic ambiguity

In his remarks, Rama said issues that face legal restrictions should be divided by category, so that decision-makers clearly determine which obstacles can be resolved and which must remain in force.

According to him, citizens should be given a clear answer when a request cannot be fulfilled, rather than being subjected to vague administrative delays. This is the essence of the message the government is trying to send, although it remains to be seen whether the warning will be accompanied by real changes in administrative practice.

The prime minister’s statements once again place at the center the way the public administration functions and its relationship with citizens.

Beyond the warning tones, the real test will be in the concrete mechanisms, the transparency of implementation, and whether accountability will remain only at the level of political declarations or produce measurable consequences in public institutions.
