Kosovo’s Assembly has been constituted, but the voting process for deputy speakers left out one of the main opposition parties. The candidate proposed by PDK failed to secure the necessary votes, leaving the party without representation in the post of Assembly deputy speaker.

The vote completed the constitution of the Assembly
After the voting concluded, Assembly Speaker Albulena Haxhiu declared that the institution is considered constituted. With this step, the process was formally closed, although the composition of the leadership posts did not reflect full representation of all political forces.
According to the session’s outcome, the constitution of the Assembly was accompanied by a significant political development: PDK was left without a representative in one of the deputy speaker posts.
Emilia Rexhepi elected from the non-Serb communities
Emilia Rexhepi was elected deputy speaker of the Assembly of Kosovo from the non-Serb communities. Her vote was part of the package of procedures to complete the Assembly’s leadership after its constitution.
This position is considered important in the institutional balance of community representation in the Assembly.
Tanja Vujoviç takes the post from the Serb community
From the Serb community, Tanja Vujoviç was elected deputy speaker. She received 62 votes in favor, six against and three abstentions.
Other candidates from the Serb community failed to secure the necessary support to be elected to this post.
PDK without a seat in the presidency
At the end of the process, the candidate proposed by the Democratic Party of Kosovo was not elected, leaving PDK without representation in the post of Assembly deputy speaker.
This result makes the constitution of the Assembly a process closed procedurally, but not without political cost for relations between the majority and the opposition.
With the Assembly speaker’s declaration that the institution is considered constituted, Kosovo officially enters the phase of full parliamentary functioning.
However, the fact that a major political force was left out of representation in the presidency is also expected to be read as a signal of the fragile balances of the first session.
