A statement by Mundësia Party MP Erald Kapri has made serious allegations about what, according to him, took place inside a meeting of the National Security Council. At the center of the claims is the security measure against former SHISH director Vlora Hyseni and the relationship between the executive and the Special Prosecution Office.

Kapri’s claim of a clash in the Security Council
Kapri said in a television studio that during the National Security Council meeting there were discussions between Prime Minister Edi Rama and the head of SPAK regarding the security measure against Vlora Hyseni.
According to him, the prime minister showed dissatisfaction with the measure imposed on the former SHISH chief. The MP presented this as problematic interference in a matter that directly affects the special prosecution body.
Allegation of pressure on SPAK
In his statement, Kapri described the situation as pressure on the Special Prosecution Office. He claimed that the discussion at that institutional level was not simply political debate, but a worrying signal about how a sensitive investigation is being handled.
The allegation remains, at this stage, a political claim made publicly and not a version confirmed by the institutions involved.
What was said about wiretapping
Kapri also claimed that Vlora Hyseni had authorized wiretaps on family members of the prosecutors in the case, mentioning SPAK head Altin Dumani and Maksuti.
If such a claim were proven, it would raise serious questions about the use of intelligence tools and the limits of institutional oversight. So far, no official position on these allegations has been presented in the material made public.
A case touching the balance between powers
The case described by Kapri touches one of the most sensitive fault lines of the state: the relationship between the government, security structures and special justice.
When such allegations are made about a meeting like that of the National Security Council, the political and institutional weight is high. Precisely for this reason, the claims require transparency and public clarification, not only reactions kept within institutions.
So far, in the public sphere there is a direct political allegation of pressure on SPAK and of the use of wiretapping in a highly sensitive case.
In the absence of an official reaction from the parties mentioned, the issue remains open and of high public interest.
