Five weeks after the launch of what the Socialist Party calls “Loyal Presence,” more than 1,862 issues reported by citizens have been registered. The figure comes from sources within the PS and is tied to a political mechanism that, according to the majority’s official version, aims to collect complaints on the ground and then forward them to institutions for resolution.

How the number of complaints is reported
According to sources from the PS, more than 1,862 issues have been entered into the Praniabesnike.PS.Al platform since September 4, when implementation of this initiative began. These are concerns collected during one-on-one meetings between Socialist MPs and citizens.
The figure shows the volume of registered cases, but not necessarily the level at which they have been resolved. So far, no detailed public balance has been released on how many of these complaints have received concrete responses and how many are still in process.
How the PS platform works
According to the scheme set up by the PS, each MP records on a dedicated online platform the concerns received during hearings with citizens. MPs log in with personalized credentials and enter the cases after Friday meetings.
After that, the complaint is sent by email to the institution considered responsible for the issue. Under this mechanism, the institution must provide a response within 30 days, while the case status is marked in the system as resolved or in process.
What happens when institutions do not respond
The version presented by the majority says that if the 30-day deadline passes without a response, the political leader of the county intervenes to contact the institution and ask for explanations for the lack of reaction.
This shows that the initiative is not presented simply as a political listening exercise, but as a parallel channel of pressure on the administration. This is precisely where the key question arises: how functional public institutions themselves are if citizens’ complaints require party mediation in order to receive a response.
Rama at the center of the political action
“Loyal Presence” is presented as one of the PS’s most important political actions in its fourth governing term. The initiative is led politically by Edi Rama, who personally took part in a meeting held on September 11 in Shkozë.
Also, according to publicly released information, the prime minister has gathered every week in Tirana the PS’s 12 political leaders to report on the progress of this process. This places the initiative not only as an instrument of communication with citizens, but also as a centralized mechanism of political control over how complaints are managed.
The initiative is based on the principles “Listen, Record, Address and Follow Up,” but beyond the slogan it remains to be seen whether citizens actually receive solutions, or whether this is a party filter built on problems that institutions should have handled without political intervention.
So far, what is known is the high number of registered cases and the way the PS claims to track them in the system. What is still missing is a publicly verifiable picture of the concrete results of this mechanism.
