Prime Minister Edi Rama came forward with another promise for the digitalisation of the administration, this time through the “Pasqyrë Albania” platform, which according to the official version will bring together institutions, their websites and communication with citizens in a single space. In the presentation with AKSHI experts, Rama also linked the initiative to a “reflection” after the flamingo protest, giving the project a political weight beyond its technological side.

A new platform that promises to bring together the entire state

According to Rama, “Pasqyrë Albania” will be accessible both on computers and on phones, while serving as a single gateway to public institutions. In the presentation made with AKSHI, he said every institution would be part of this platform and that e-Albania would also be included within it.

In essence, the government is presenting the initiative as a digital “mirror” of the state, where citizens can more quickly find the institution they are looking for and obtain relevant information. The official claim is that this will make the relationship with the administration more direct and more transparent.

AKSHI: use on the web, desktop and phone

AKSHI experts said the platform is not intended only for web use, but also as an application for Android and iOS. According to them, citizens will be able to download and use it on both phones and desktop.

A special section, according to AKSHI, has been dedicated to reflecting the pages of ministries and line institutions, with the aim of allowing the user to connect more quickly with the structure they need.

The promise of direct communication with institutions

According to the explanation given in the presentation, in the coming days a window for direct communication between citizens and institutions is also expected to open. AKSHI said the idea is not to remain only at the level of a chatbot, but for requests to receive real-time responses from persons designated by the institutions themselves.

This is one of the platform’s most ambitious promises, as it implies not only immediate contact, but also the tracking of requests and faster guidance for citizens. It remains to be seen how this will work in practice, faced with an administration that is often criticised for delays, lack of responses and bureaucracy.

Rama speaks of artificial intelligence and “superintelligence”

The prime minister said the system would gradually integrate artificial intelligence, with the aim of speeding up information and the handling of requests. According to him, citizens’ interactions with institutions will also serve to “train” artificial intelligence agents, which would then themselves carry out part of these processes.

Rama went further by speaking about a new phase he called “superintelligence,” which according to him will make the system more harmonised and faster. But beyond the declared ambition, the government gave no concrete details on timelines, data protection standards or the way accountability will function when communication shifts to automated systems.

The link to the protest, the most political part of the presentation

At the end of the presentation, Rama said “Pasqyrë Albania” is one of the results of reflection on the flamingo protest and the demonstration in early June. This was the most political part of the message, where a technological platform was presented not only as an administrative project, but also as a political response to public pressure.

The statement raises questions about how the initiative is being framed: as a real solution to problems in communication with the state, or as a new digital repackaging of old promises for a more open and more efficient administration. So far, the government has presented the vision and the expected functions, while the real test will be everyday use by citizens.

“Pasqyrë Albania” is being presented as a single window for the entire state, with direct communication and artificial intelligence in the background. But amid promises of transparency and speed, the hardest test remains whether the administration will actually provide answers, or only a new digital facade for the same old obstacles.
