Kosovo’s Special Prosecution has filed an indictment against Fatmir Sheholli on charges of espionage and blackmail, in a case that, according to the prosecution, directly affects state security and the integrity of the electoral process. In the case file made public, the prosecution claims that Sheholli acted on behalf of Serbia’s Intelligence Service, collecting and transmitting sensitive information about institutions and political developments in Kosovo.
What prosecutors allege about Sheholli’s role
According to the indictment, Fatmir Sheholli, who was arrested in October last year, is accused of having knowingly assisted the activities of the BIA, Serbia’s intelligence service, from an unspecified period until the day of his arrest.
The file alleges that he acted under the directives of Bojan Dimiç, identified as director of the Directorate Against Terrorism and International Organized Crime. According to prosecutors, Sheholli collected and transmitted, through telephone communications, data, information and documents on political activities, the security situation and the functioning of Kosovo’s institutions.
Allegation of a concrete plan to influence the elections
One of the most serious points in the file relates to what the Special Prosecution describes as the implementation of an operational plan prepared by a BIA official, with the aim of harming Kosovo’s interests and directly interfering in the electoral process of October 12, 2025.
This is the core of the prosecution’s official version: not simply the gathering of information, but alleged interference at a sensitive political moment, just days before the vote. Until there is a court ruling, these remain the prosecution’s allegations.
The file: compromising material and money before publication
According to the indictment, on September 26, 2025, Sheholli traveled to North Mitrovica, near the Technical School, where he is suspected of having received from an unidentified person audio materials and transcripts of conversations involving several senior officials of the Ministry for Communities and Returns in the Government of Kosovo.
According to the file, these materials were intended to compromise them. Prosecutors also claim that Sheholli received 5,000 euros as payment for this task.
Afterward, according to the charges, he delivered the materials to journalist Milaim Zeka together with 1,000 euros, while also instructing him on the manner and timing of publication on the program “Pa Rrotlla,” just a few days before the local elections. The prosecution considers this part of a scheme that harmed state interests, discredited institutions and deepened social divisions.
Also facing a blackmail charge
In addition to espionage, Fatmir Sheholli is also accused of blackmail against a businessman identified by the initials A.J. According to prosecutors, the events span from 2022 to 2025, including while the defendant was in pretrial detention.
The indictment alleges that he demanded money in the form of loans, under the threat that he would publish video recordings and information in the media that would seriously damage the injured party’s honor, reputation and authority. According to the file, the alleged financial damage exceeds 13,000 euros.
The case raises serious allegations of foreign influence, the use of compromising materials and media instrumentalization on the eve of elections, but the contents of the indictment remain, for now, the prosecution’s version.
The judicial phase is expected to show whether these allegations are supported by sufficient evidence to move from an investigative narrative to proven criminal liability.
