A case file from Kosovo’s Special Prosecution levels serious allegations against Fatmir Sheholli, who is facing an indictment for espionage and blackmail. At the center of the claims is also a communication in which, according to the prosecution, he promises journalist Milaim Zeka €2,000 for the publication of materials on the program “Pa Rrotlla.”
What the indictment contains
According to the Special Prosecution’s version, Sheholli had been recruited by Serbia’s intelligence service, known as the BIA, and had assisted that structure until the moment of his arrest in October of last year.
The indictment also mentions his public positions over the years, including statements from 1999 in international media, which prosecutors consider to be in line with the official Serbian narrative on Kosovo. The file also lists public positions in favor of Srpska Lista and statements concerning Milan Radoičić.
Wiretaps, contacts and the material alleged to have been intended for publication
According to prosecutors, ongoing communication between Sheholli and Bojan Dimić, identified in the file as a senior BIA official, was documented through special investigative measures and wiretaps.
The prosecution claims the conversations were related to the receipt, transport and publication of materials intended to influence public opinion and political developments in Kosovo. The file also includes communications concerning former KLA members, as well as conversations recorded in a vehicle discussing deadlines, translation of the materials and increased caution while moving around.
Conversation with Milaim Zeka and the sum of €2,000
One of the strongest points in the indictment is the communication dated September 24, 2025, between Sheholli and journalist Milaim Zeka. According to prosecutors, they agreed on a meeting and on reviewing materials that would arrive on September 27 or 28.
The prosecution says that, in order to conceal their origin, Sheholli presented the materials as having been secured by “German GIZI.” According to the file, he also promised Zeka €2,000 for publication on “Pa Rrotlla”: €1,000 at the beginning and another €1,000 ten days after publication.
According to the prosecution’s interpretation, the purpose of the publication would have been to discredit officials and opponents of Srpska Lista, with possible influence on the elections to be held in Kosovo on October 12, 2025.
Delivery of the materials and the €5,000 mentioned in the file
The file claims that on September 26, 2025, Sheholli received the materials near the Technical School in North Mitrovica, accompanied by a family member. According to the indictment, a person there handed him a blue folder and the sum of €5,000, in line with a previous arrangement described by prosecutors.
In the same file, it is said that immediately after receiving the material, Sheholli asked his wife to hide it on her body. Afterwards, according to the prosecution, they stopped at the ETC shopping center to verify the contents of the materials and the amount of money.
The prosecution’s claims remain part of ongoing criminal proceedings and are expected to be tested in court. Until a final decision is reached, the accusations constitute the prosecution’s version, not a legally proven fact.
