Hoxha-Sa’ar meeting and political focus

Ferit Hoxha hosted his Israeli counterpart in Tirana on an official visit that, according to the Albanian side, focused on strengthening bilateral relations and exchanging views on regional and global security challenges.

The official statement also mentions Albania’s contribution within the framework of the Peace Board, while the meeting was presented as part of the continuation of political coordination between the two countries.

What the signed agreement includes

The two ministers signed the General Cooperation Agreement, described by the government as an important step in strengthening the partnership between Albania and Israel.

According to the official version, the agreement creates a structured framework for cooperation in the economy and trade, innovation and technology, agriculture, water management, energy, healthcare, education, security, tourism and culture. No concrete details were made public in the same statement on timelines, financing or the projects that will emerge from this mechanism.

Tourism in the spotlight

One of the areas highlighted in the official communication was tourism. According to the Albanian side, this sector has seen positive developments in recent years and is being viewed as one of the most dynamic pillars of relations between the two countries.

However, the published statements did not provide measurable elements on the economic impact of this expansion or on the specific instruments that will support it.

Tirana’s position on Israel’s security

During the meeting, Ferit Hoxha reaffirmed Albania’s position in support of Israel’s security. Along the same lines, the need was also emphasized for efforts leading toward a solution with peace, stability and long-term security for the region.

The visit was also used to reiterate the commitment against terrorism, extremism, antisemitism and other forms of hatred.

Visit to the archival exhibition as well

As part of his stay in Tirana, Gideon Sa’ar also visited the archival exhibition documenting the protection of Jews by Albanians during World War II.

The two ministers praised the continuation of political dialogue and cooperation at all levels, while the newly signed agreement was presented as the new formal basis for this relationship.

The signing of the agreement officially expands the list of areas in which the governments aim to cooperate, but it remains to be seen how much of this framework will translate into concrete projects and with what public transparency.

For now, the official side has presented the visit as another step in the diplomatic and economic rapprochement between Albania and Israel.
