Rama to bankers: speaks of “another January 21,” warns of new measures against protesters

Prime Minister Edi Rama appeared before bank executives with a harsh political message on the protests of recent days in Tirana, presenting them as an organized scenario aimed at panic and destabilization. In his version, the acts of violence involve internal elements, criminality, external factors and political incitement, while the government is preparing a new punitive package.

Rama to bankers: speaks of another January 21, warns of new measures against protesters

The meeting with banks and the government’s narrative on the protests

In remarks delivered before representatives of second-tier banks, Rama said the situation is under control and called for calm in financial institutions after the damage reported during the protests in the capital.

He described the violence as orchestrated and claimed it is linked not only to radicalized groups, but also to neighborhood criminality, sponsorship by organized crime, political entities and foreign forces interested in destabilization. These are serious political accusations, for which no public evidence was presented in this appearance.

The new package: families to pay, identification through technology

The head of government warned that a new package of measures is being prepared that, according to him, will toughen accountability for those who take part in acts of vandalism. Part of it предусматривает that the families of minors involved in arson or property destruction would bear financial and administrative consequences.

Rama also said the government aims to move quickly to invest in technology for identifying masked protesters and, as he put it, de-anonymizing profiles that incite violence. He also warned of the creation of a special registry for violent individuals, as well as restrictions on their access to services and movement.

The claim of “another January 21” and the defense of police

One of Rama’s strongest statements was the claim that there had been attempts to provoke “another January 21,” pushing the police toward a disproportionate reaction. He said institutions had information about serious scenarios and added that an explosive drone attack against the Prime Minister’s Office had also been neutralized.

Along the same line, Rama defended the actions of the State Police during the clashes, rejecting accusations of disproportionate violence. He drew comparisons with other European countries and said that in Albania, the ratio of those injured shows, in his view, that the police were acting in defense. Here too, the interpretation remains part of the government’s official version of events.

From protests to housing: government links order with the social package

Through the same appearance, Rama also turned to social policies, speaking about a new law on affordable social housing. He said the government aims to cover 50% of rent for students who meet the criteria, as well as expand zero-interest or subsidized loan schemes for young couples, young professionals and entrepreneurs.

This combination of repressive tones toward protesters with social promises for students and young people appears to be an attempt by the government to separate social discontent from street violence and to regain control of the public narrative.

Message on foreign relations

In his speech, Rama also touched on the international climate and rhetoric on religious hatred, saying that Albania is a friend both of Israel and of Qatar, Turkey, the United Arab Emirates and Saudi Arabia.

He used this argument to present Albania as a country seeking balanced friendships and stability, while linking internal tension to external influences. In this case as well, the statements remain at a political level and were not accompanied by detailed public data.

Rama’s appearance before the banks served more as a political platform and a signal of tougher measures than as a technical clarification on financial security.

The most sensitive point remains the expansion of state control over protest, technological identification and the responsibility that may be shifted onto families, at a time when the debate over the line between public order and democratic freedoms is expected to intensify further.
