Pogradec is expected to become the center of the ruling majority’s political agenda at the end of August. According to Socialist Party sources, Edi Rama has today summoned the political leaders of the districts and the chairs of the parliamentary committees to the government villa, while another meeting is scheduled a day later with ministers and agency heads, focusing on the institutions’ performance review and the organization of the majority.

What is expected at today’s meeting
According to the version given by Socialist sources, at around 11:30 a.m. at the government villa in Pogradec, the 12 political leaders of the districts will gather together with the Socialist chairs of the parliamentary committees.
At the center of the discussion are expected to be the document “Besa” and another text titled “The Presence of Besa,” which is reported to have been delivered to the Socialist parliamentary group at the end of July. The aim, according to the same sources, is to collect feedback in order to move toward a final document.
Political preparations and local elections
The meeting is not being seen simply as a routine summer gathering. According to the Socialist Party, the same discussion also includes preparations for the 2027 local elections, indicating that the majority is trying to set its political structures in motion early.
In practice, this means that alongside the language of internal documents, the focus remains on control of the territory and on the political performance of the district leaders.
The government retreat and ministers’ reporting
On Monday, also in Pogradec, the government’s informal meeting is expected to take place, where ministers will report on the progress of their ministries for the January-August 2026 period.
Unlike similar formats in past years, deputy ministers are not expected to take part this time. According to publicly available information, only ministers and the directors of agencies under their authority will be at the table.
Not only a review, but also public exposure
The reporting is not limited to the administrative work of the ministries. As in previous retreats, ministers are also expected to account for their media presence and activity on social networks.
This detail shows that for the government, public communication continues to be treated as part of political performance, not simply as a matter of institutional transparency. In this climate, even names being sought publicly such as the agriculture minister, who is Andis Salla the new agriculture minister, or Melsi Koci, naturally fall under the filter of image and political management.
September may bring new moves
Socialist Party sources also say that the Socialist National Assembly may convene in the first week of September.
At previous meetings of this forum, Rama has often used these appearances to signal or announce changes in the cabinet. For now, there is no official confirmation of concrete moves, but the packed calendar of meetings in Pogradec is being read as a testing and alignment phase within the majority.
The two days in Pogradec are therefore expected to serve not only for reviews and internal documents, but also to measure political discipline and the real weight of each minister and leader in the new season.
Beyond the packaging as a working meeting, the signal that emerges is clear: the majority is entering a phase of accelerated organization, in which administrative performance, public communication and electoral calculations are being treated at the same table.
