After Arben Cara’s resignation, leadership of the Fire Protection and Rescue Service has temporarily passed to Ervis Gjoshi. The appointment was presented by Interior Minister Besfort Lamallari, who described the move as part of priorities to reorganize the structure and strengthen fire prevention.

Change at the top of MZSH after the resignation
Ervis Gjoshi was introduced as the new acting director of the General Directorate of Fire Protection and Rescue. He takes over the post after Arben Cara’s departure from the head of the institution.
The move comes at a time when the emergency and fire-response structure remains under public scrutiny, especially regarding efficiency in the field and the way preventive capacities are organized.
What the minister said about the appointment
According to Minister Lamallari, Gjoshi comes to the post with 18 years of experience in the State Police and leadership roles in security structures, including the position of deputy director for Order and Security at the Tirana Local Police Directorate, as well as previously serving as police station chief in Dibër.
In the official version, this experience is considered sufficient to take the acting leadership of an institution that faces high-risk emergencies and direct responsibility toward citizens.
Priorities announced by the government
Lamallari said that reviewing the legal framework for Fire Protection and Rescue, as well as a national fire prevention program, remain at the center of the new duty.
He also said that citizens should have a professional, organized service that is ready at all times to face emergency challenges. According to him, prevention is the main objective the government is setting for this sector.
Acting appointment, not a final solution
For now, Gjoshi has been placed at the head of the institution as an acting director, indicating that this is a temporary solution at the leadership level.
It remains to be seen whether this change will be accompanied by concrete interventions in organization, functional responsibilities and response standards, or whether it will remain only at the level of statements and administrative reorganization.
The change at the top of the fire service comes with promises of reform and prevention, but the real effect of this appointment will be measured by the functioning of the service and readiness in the field.
In such a sensitive structure, the test is not the ceremonial introduction, but the response to emergencies and the trust citizens are able to place in the institution.
