The political clash at Tirana Municipality is moving from public statements to demands for clarification backed by documents. PD councilor Ilda Zhulali has requested an urgent meeting of the Municipal Council and official answers on what she describes as legal uncertainty over the leadership of the institution, following reports of a second dismissal of Anuela Ristani.

Request for clarification on the chain of command at the municipality

In the letter addressed to the chair of the Municipal Council, Zhulali asks for the dismissal letter to be made public, for the time when it was signed and registered to be disclosed, and for clarification on who is currently lawfully exercising the leadership function of Tirana Municipality.

She raises direct questions about the institutional authority able to negotiate, decide and sign contracts, financial agreements, administrative acts and decisions affecting the municipal budget. At its core, the opposition is seeking to know whether the institution currently has clear leadership or is operating in a gray area of decision-making.

Questions also over the validity of Veliaj’s signature

One of the most sensitive issues raised in the request concerns the status of Erion Veliaj’s signature. Zhulali asks for clarification on whether his signature is still officially recognized by Tirana Municipality as a legitimate expression of decision-making authority.

This request comes at a time when, according to the version presented in the letter, media reports of repeated moves at the top of the municipality have created not only political uncertainty, but also administrative uncertainty. For an institution that manages the capital’s budget and core services, the lack of a clear answer adds to doubts over the legality of acts that may be issued during this period.

PD links the leadership crisis to risks for urban transport

In the same request, Zhulali also draws attention to the warning by the National Association of City Transport and the Urban and Interurban Transport Association about the risk of a reduction in the bus fleet.

She requests official information on the specific reasons for the operators’ financial difficulties, the representatives negotiating on behalf of the municipality, and the measures being taken to prevent a decrease in the number of buses in circulation. The request aims to link the reported public transport crisis with instability in the municipality’s leadership, emphasizing the direct impact on citizens.

Extraordinary session and official documentation requested

In conclusion, the PD councilor requests that an urgent session of the Tirana Municipal Council be convened, with the municipality’s leadership situation and the warned public urban transport crisis on the agenda.

She also requests written answers on every point raised and that supporting documentation be made available, including administrative acts, institutional correspondence and financial information. At this stage, the opposition’s request places the focus on the missing transparency and on the need to prove with documents who is making decisions on behalf of Tirana Municipality.

The debate opened by this letter is not limited to the names at the top of the institution. The essence of the issue remains whether Tirana Municipality is functioning with clear legal authority and whether public services are being protected from the consequences of administrative chaos that has still not been publicly clarified.

As long as official answers are lacking, the questions over signatures, contracts and decision-making in the country’s largest municipality remain open.
