Two opposition MPs, Gazment Bardhi and Klevis Balliu, have been suspended for 60 calendar days from the work of Parliament. The measure was taken by the Secretariat for Procedures, Voting and Ethics after incidents during the Oct. 8 session, in a decision based on the official version of the parliamentary administration and video footage of the meeting.

Parliament suspends Bardhi and Balliu for 60 days after tensions involving bottles and eggs

The decision followed a request by 10 Socialist MPs

The Secretariat said the decision was taken on Oct. 12, 2026, after a group of 10 Socialist Party MPs requested disciplinary action over the events recorded during the plenary session while the voting process was taking place in the chamber.

According to the decision, the suspension applies both to plenary sessions and parliamentary committees, starting from the day after the measure is announced. Its enforcement has been assigned to the Parliament Security Service and the Secretary General.

What Bardhi is accused of in the official document

In the document, Gazment Bardhi is accused of insults and of throwing water bottles toward the leaders of Parliament, the Prime Minister, members of the Council of Ministers and Socialist MPs.

The official version claims that one of the bottles struck an employee of the Guard of the Republic, causing an eye injury. The Secretariat argues that these actions escalated tensions in the chamber and undermined order and security during the proceedings.

Accusations against Balliu as well: eggs and a noise-making device in the chamber

As for Klevis Balliu, the decision says he went in front of Parliament’s rostrum and threw eggs toward the Prime Minister, the Speaker of Parliament and members of the Council of Ministers.

Also, according to the Secretariat, Balliu used a noise-making device in the chamber, obstructing the normal continuation of the session. In the official reasoning, these actions are described as undermining the authority of the institution and the conditions for the regular conduct of parliamentary activity.

Video footage as the basis and the right to appeal within two days

The Secretariat said the cases were examined on the basis of video footage recorded during the session, as well as materials published in the media. The decision cites as violated Article 63 and Article 65/1, point 7, letter “a”, of Parliament’s Rules of Procedure, as well as several provisions of the MP Code of Conduct.

Five members of the Secretariat attended the meeting at which the measure was taken, while one member was absent. The document stresses that Bardhi, although notified, did not appear to be heard, while Balliu was present. The decision may be appealed within two days to the Bureau of Parliament.

The 60-day suspension of the two MPs comes amid an escalating climate of clashes in Parliament, where the majority and the opposition are also shifting their political conflict into disciplinary measures.

It remains to be seen whether the case will be challenged before the Bureau of Parliament and what weight the video evidence will carry beyond the interpretation of the parliamentary administration.
