Rama Warns of New Measures After Protests, From TIMS Listings to Travel Restrictions

The government has set in motion a new package of measures targeting people who, according to the official version, were involved in acts of violence during the protests. Signals made public by Prime Minister Edi Rama and information emerging from the work of lawyers at the Prime Minister’s Office indicate that the focus is not only on criminal prosecution, but also on restricting movement and documenting activity on social networks.

Rama Warns of New Measures After Protests, From TIMS Listings to Travel Restrictions

Lawyers at the Prime Minister’s Office are drafting the document

According to the information made public, a group of lawyers at the Prime Minister’s Office is working to finalize a proposal document with punitive measures for people involved in violence during the protests.

In this process, according to the same version, French experts are also being involved to build a Franco-Albanian model against those who damage public and private property. So far, neither the full draft nor the specific legal basis on which these measures would rely has been made public.

TIMS blacklist and obstacles to entering the EU

One of the ideas included in this package is placing people who commit acts of violence during protests on a blacklist in the TIMS system. The declared aim is for this to affect the blocking of their entry into European Union countries.

If such a measure were to become enforceable, the effects would be direct, especially for young people seeking to study, live, or travel in the EU. This is precisely where the main question arises: how far can an administrative package go without crossing the limits of individual rights and legal guarantees.

Special registry for threats and incitement to violence

The package also provides for the creation of a special registry in which cases will be documented where individuals or profiles threaten citizens, call for attacks, or incite acts of violence on social media.

According to the plan described, each case will be kept together with the relevant evidence and then referred to the responsible authorities for verification and legal follow-up. The government presents this as a preventive instrument, but it remains to be seen how the line will be drawn between a real threat, violent language, and the administrative interpretation of online posts.

Notification for airlines, agencies, and booking platforms

When checks identify a specific person, the plan under review also предусматривает international cooperation. In this framework, airlines, travel agencies, and booking platforms are expected to be notified about the individual’s vandalistic behavior.

The package goes even further in the effects it seeks to produce outside the classic criminal system. According to the government, anyone who threatens the lives of others or incites violence should face serious consequences, including in travel or hotel stays abroad.

Three years without plane tickets and hotel bookings

For persons convicted of violence, the notification is expected to be automatic. According to the measures presented so far, for three years they will not be able to obtain plane tickets or make hotel bookings.

However, at this stage this is a package being drafted and not an approved and implemented regime. This means that beyond the strong political message, the legal filters, appeal procedures, and oversight of the use of such a mechanism, so sensitive to freedom of movement, remain unclear.

The debate is expected to shift to the proportionality of the measures and the limits of state intervention beyond classic criminal punishment.

In the absence of a full public document, questions about legality, oversight, and the risk of abuse remain open.
