The police’s official version

According to the official statement, the administrative measures were imposed on people who, during the protest, occupied the road axis despite repeated calls by police officers to clear it.

Police claim the intervention was carried out in implementation of Normative Act No. 5, dated 28.10.2026, specifically point 2 of Article 24/1.

How much is the fine and what happens next

Each of the 10 people was given an administrative fine of 5,000 lek.

Beyond the fine, police said the procedural materials have been referred to the Prosecutor’s Office for further action, taking the case into a criminal-procedural review as well.

Gatherings under punitive pressure

The case once again raises questions about how protests and public gatherings are handled in the capital, especially when traffic disruption is used as the basis for immediate punitive measures.

At this stage, the public version of the event remains that of the police, while no further details have been made public about the identity of those fined or the specific circumstances of the intervention.

The official statement refers to 10 reports drawn up after the gathering at “Dëshmorët e Kombit” and to the referral of the materials to the Prosecutor’s Office.

It remains to be seen whether the administrative measures and the procedures launched will be accompanied by fuller explanations about the proportionality of the intervention against protest participants.
