Prime Minister and Socialist Party leader Edi Rama has announced a new political mechanism called “Faithful Presence,” which he said will take place every Friday across the country as a listening process with citizens. The initiative comes packaged with a public message of distancing from political interference in the administration, although the format itself raises precisely the question of where the party ends and the state begins.
A weekly process starting Friday
According to Rama, “Faithful Presence” starts this Friday at 17:00 and will extend across the entire territory. He presented it as an ongoing process of meetings and listening with citizens, which will continue for as long as he remains at the head of the Socialist Party.
In his public presentation, Rama linked the initiative to the need for the party to hear people’s concrete problems and refer them to institutions.
Rama: an MP should not call directors for “favors”
The head of government said MPs should not use their mandate to ask for favors from institutional leaders. According to his version, the role of the MP in this mechanism should not be direct intervention with the administration, but the identification of concerns and following them through institutional channels.
He said that “Faithful Presence” is not a place to present economic figures, but to understand what remains outside them and to address citizens’ troubles.
Distancing from patronage, at least in the declaration
In his remarks, Rama tried to distinguish this process from electoral logic and patronage networks, saying the initiative is not aimed at winning votes or recruiting “the future patronage operatives.”
This is a position that comes as a political declaration from the head of the Socialist Party himself, while it remains to be seen how, in practice, a party structure that goes into the field to collect complaints and take them to institutions will function.
“The party does not become the state,” but the boundary remains a dilemma
Rama stressed that there is a “non-negotiable line”: the party should not become the state, should not function as an employment desk, nor as a shortcut to bypass the rules of merit.
At the same time, however, he described a role in which the political structure takes on the citizen’s concern, refers it to institutions, and then follows the path toward a solution. This is precisely where the fundamental dilemma raised by this initiative lies: if the administration is supposed to respond on its own, then why is a party mechanism needed to push it to function.
Rama defined politics as an “antenna for a listening state” and not as a parallel channel for a state that does not work.
Nevertheless, the very need to set up such a listening scheme through the party leaves open the debate over whether this is a correction for the absence of institutions, or another political overlap on top of them.
