The government is putting forward a new social housing package, with six programs that, according to Edi Rama, aim to change the way homes for people in need are distributed and administered. Among the most notable points is the use of confiscated properties, a promise that remains to be seen in terms of how it will be implemented and under what allocation criteria.
The package will first go to consultation and then to Parliament
Edi Rama announced that the new program will first go through public consultation and then to Parliament. According to the version presented by the prime minister, the changes aim for a new approach to social housing at a time when demand for affordable homes remains high.
In the presentation, Rama linked the package to what he called “Rilindja 2.0,” saying housing will have an essential role in this vision. So far, however, full details on the implementation mechanisms or the specific eligibility filters have not been made public.
Six new housing schemes
According to the government, the program includes six categories: social rental housing, low-cost housing, improvement of existing homes for vulnerable groups, temporary housing, and housing adapted for families with persons with disabilities. Rama spoke of six programs, but in the public presentation these main lines were chiefly listed.
The best-known part of the scheme remains social rental housing, but this time the government claims the model will not rely only on new construction and waiting on long lists, where selection has often raised questions.
Confiscated properties included in the scheme
In the social rental housing program, Rama said several instruments will be used at the same time: new construction, direct purchases on the market, adaptation of state-owned properties or confiscated properties, rent bonuses, and PPPs.
The statement on the use of confiscated properties is one of the politically strongest elements of the package. According to Rama, quite a few properties have been confiscated and every property that violates construction permit rules will be confiscated. It remains unclear how many of these assets are actually ready for housing use and how transparency will be guaranteed in their transfer into this scheme.
Loan subsidies and a bigger role for the agency
Another pillar of the package is linked to low-cost housing, through state-subsidized loans, on condition that the financed home enters this category. The government presents this as a way to expand access, but without further details it remains unclear which families will actually pass the eligibility threshold.
Rama also said the Territorial Development Agency will receive “new powers.” According to him, the program is expected to start quickly in Tirana, while other areas in different municipalities are also under review, with local mayors invited to submit proposals.
The government speaks of quality, but implementation remains the challenge
In the presentation, Rama said the goal is not to build separate blocks only for poor people, but to build “dignified” housing, where quality is decisive. This is a line often repeated by the government in urban projects, but the key test remains how beneficiaries will be selected and how affordable the scheme will actually be.
The program also includes temporary housing, as well as housing specifically adapted for families with persons with disabilities. For these two categories, no deadlines, quotas, or concrete financial costs have yet been given.
For now, the package is in the stage of political presentation and is expected to be tested first in public consultation. The real debate will begin over the criteria, the funding, and the transparency of housing allocation, where housing programs usually face their toughest test.
