Vlora Hyseni surrendered to Albanian authorities at the Vërmicë-Morinë border crossing, at a time when the security measure of “house arrest” and a suspension from office had been imposed on her. On the same day, President Bajram Begaj decreed her dismissal as head of SHISH, following a proposal by Prime Minister Edi Rama.
Surrender at the border after the security measure
According to published information, Hyseni had been in Kosovo and surrendered on Tuesday evening to Albanian authorities at the border. The security measure against her had not been executed earlier because she was outside the country.
The official version of the investigation indicates that Hyseni was on a working visit to Baku, Azerbaijan, where she was taking part in a conference with intelligence service chiefs from different countries. This circumstance had delayed the implementation of the measure ordered by the Special Court.
What SPAK is investigating
According to SPAK’s official announcement, the former SHISH chief is under investigation for the criminal offenses of “assisting the perpetrator of a crime” and “disclosure of investigative secrecy.” Until a final court ruling, the presumption of innocence applies to her and to the other persons involved in these proceedings.
The investigation has not been limited only to Hyseni. In the same case, actions were also taken against former State Police Director General Ilir Proda, whose home was searched for possible evidence of interest to the case.
Searches, escorts and people under security measures
After the search, BKH agents escorted Ilir Proda to SPAK, where he was questioned for about three hours. Proda had held the post of Director General of the State Police until March 2026, when he was dismissed after incidents during the protests.
SPAK has also executed security measures against other individuals, and searches have extended to several homes and offices. Among those arrested are Fatjon Kalluçi, holding the position of “Sector Head” at the Institute of Scientific Police, and Embro Sulejmani, a business owner in the Durrës area.
The dismissal was sealed by decree
Shortly after the criminal development involving Hyseni became public, President Bajram Begaj decreed her dismissal from the post of Director of the State Intelligence Service. The Presidency clarified that the decision was taken in support of the Constitution and the law on SHISH, following a proposal by the prime minister.
Earlier, Rama had publicly announced Hyseni’s immediate removal. The government’s move and the President’s decree quickly brought her tenure at the head of the service to an end, in a case that has raised serious questions about security standards and the relationship between the state’s most sensitive institutions.
The day’s developments place at the center not only the individual responsibility of the persons under investigation, but also the way the links of security, policing and state intelligence have functioned.
For the moment, the criminal facts remain subject to investigation and judicial verification, while Hyseni’s dismissal has now been formalized institutionally.
