The Speaker of Parliament presented a positive balance sheet on the work of Parliament during the first two sessions of the 11th legislature at a meeting of the Socialist Party parliamentary group, placing European integration and the pace of legislation at the center. But the fact that this balance sheet was presented in a party forum, rather than in a debate with the opposition or in an open public review, makes a critical reading of the figures and official claims even more necessary.
Balance sheet presented in a party forum
According to the official version presented at the PS group meeting, this period was described as a phase of reforms and institutional modernization, serving the objective of Albania’s accession to the European Union.
In essence, the political report was built on the idea that Parliament has advanced in parallel in lawmaking, oversight and its electoral function. However, the material made public does not provide expanded details on the quality of these initiatives, their concrete impact, or the debate they have generated in parliamentary life.
131 laws and the weight of the integration process
In his remarks, it was said that Parliament has approved 131 laws, about 40 more than in the final two sessions of the previous legislature. This figure was used as an indicator of the intensity of parliamentary work.
An important part of this activity, according to the leadership of Parliament, has been devoted to aligning Albanian legislation with the acquis of the European Union, monitoring negotiations and the consensus approval of the Resolution on Albania’s membership in the EU.
The claim of a new oversight model
The review also highlighted the implementation of a new model of parliamentary oversight, oriented toward evaluating the performance of institutions and monitoring the implementation of Parliament’s recommendations.
It also mentioned the drafting, for the first time, of the Annual Calendar of Parliamentary Oversight. It remains to be seen how effective these instruments are in the real control of institutions, beyond administrative wording and political reporting.
Technology and parliamentary diplomacy at the center of the message
The Speaker of Parliament also focused on the institution’s technological modernization, highlighting the use of artificial intelligence for the automatic transcription of parliamentary meetings and the development of the Media Hub AI platform, which, according to him, aims to increase transparency and public access.
Along the same lines, the role of parliamentary diplomacy was also praised, through cooperation with the European Parliament, the parliaments of EU member states, the U.S. Congress and other international partners.
At the end of his remarks, the Speaker of Parliament thanked the MPs of the PS parliamentary group for their contribution to parliamentary activity, parliamentary diplomacy and engagement in the community.
The political message was clear: the majority is presenting Parliament’s work as closely tied to the final phase of European integration. But beyond the balance sheets read out in party meetings, the real test remains how transparent, accountable and useful this legislative output is for citizens.
