A meeting held by Edi Rama with lawmakers and leaders of the Socialist Party in Tirana County was accompanied by the presentation of what the party calls the “Listening Hour,” a new format of meetings with citizens. The initiative is being presented by Socialist leaders as part of the party’s political reorganization, but it is emerging at a time when Tirana remains caught in institutional uncertainty over the municipality and the role of Erion Veliaj.
What the Socialist Party is proposing in Tirana
According to Justice Minister and Tirana lawmaker Toni Gogu, the capital will have a dedicated and regular time, called the “Listening Hour,” during which lawmakers and political leaders will be available to citizens.
“Faithful Presence” as a new organizational formula
The meeting also included a more detailed explanation of the “Faithful Presence” concept, which the Socialist Party is promoting as a new model of grassroots engagement. According to the version presented by Socialist leaders, the focus should not be on the number of meetings, but on how many citizens are heard and how many issues are followed through to the end.
Rama described the meeting as useful for organizing this method, for what is called the “BESA” methodology, and for the new “PasqyrAlbania” system, which he said is linked to preparations for the Socialist Party’s new political season.
Tirana under the shadow of the municipality crisis
The meeting is not taking place on normal political ground. Tirana has entered a visible institutional deadlock after the pretrial detention of acting mayor Erion Veliaj and the clash that followed after he was attributed with stripping Deputy Mayor Anuela Ristani of her powers.
Against this backdrop, every new political initiative by the Socialist Party in the capital is also being read through the municipality crisis. A day earlier, the Prime Minister’s Office confirmed that Veliaj remains mayor, while the issue also appears to have been part of discussions in Rama’s consultations with his lawyer.
Unified document and focus on the “perception of reality”
In parallel with Tirana, the Socialist Party’s political leaders in the counties have begun presenting and implementing “Faithful Presence.” For this process, they have been given a unified document on how the initiative announced by Rama at the end of July should be explained publicly.
A specific part of this material is devoted to public communication. It emphasizes that the battle is seen not only as a clash over facts, but also as a struggle over the perception of reality — wording that highlights the Socialist Party’s effort to control not only the political message, but also the way public dissatisfaction is interpreted.
In essence, the “Listening Hour” is being presented as a new channel of contact with citizens, but it remains to be seen whether it will function as a real accountability mechanism or simply as new political packaging at a difficult moment for the Socialists in Tirana.
Beyond the new organizational slogans, the real test will be whether citizens receive concrete answers and whether the issues raised are resolved, not merely recorded in the party’s latest communication format.
